Yes, of course caulk needs to be applied around every window.
There are many reasons why humidity levels are high.
I would suggest you -
- not block HVAC registers with furniture and make sure they are all open.
- leave the furnace fan in the ON setting.
- replace the dirty filter that came with the furnace.
- if you got a humidifier, turn it down.
- run the HRV once in a while because it removes humidity from the home although I would not suggest you use it much during extreme cold.
