Yes but there are rules around elections. A media outlet must offer equal time to all viable parties and candidates (the candidates do have to pay for this air time). This helps stop the kind of crap that happens in Italy with Berlusconi. Goldy's issues were that she violated rules regarding accuracy of messages and anti-hate rules. Media outlets can't and wont air these kinds of messages. I think she knew this and that's why she took the case to court rather than the CRTC where is should be heard. She'll be able to drag it out longer and get more publicity.

Candidates like Goldy and Kelly Leitch will always get a small group of mostly knuckle draggers to support them and they'll continue to cry woe is me because the media has enough integrity to not just print their drivel.

On the bright side, now that she's not mayor she'll have more time to go around and harass poor dark skinned people.
