A year after we moved into our home we got a letter asking us if we wanted a tree planted. Not sure if it was part of the builder or not.
We said yes. It was planted on our front lawn on our side of the sidewalk. The next summer the tree died and we called the town to see if we can get it replaced. They did it but didnt really finish it properly, just dumped a mound of hard dirt and done, no mulch nothing (like the first time) my question is... can I cut that little tree down? Or do I need permission? And if so from whom?

From what you described, the tree's probably on the portion of your front lawn that is actually the towns so no you can't cut it down but you could ask the town to come back and replace it if the tree really hasn't taken root / isn't growing.

But without knowing your property address and being able to follow up with Town Staff I really can't be sure and my above assumption could actually be wrong. If you PM me your address (I won't post it on the forum) and are ok with me following up for you, I can find out the specifics on the tree on your property and if your able to replace it on your own without the town's involvement.
