Technically, you can install Kodi on your Android phone/tablet and mirror your screen to the TV though the Chromecast. I tried it and it works, although the picture won't fit 100% the TV screen and the phone battery will drain fast.
As said before, Nexus Player or a PC are the best options for Kodi.

The original raspberry pi has been working fine for me to stream content to kodi from my home server. Sounds like someone is just trying to make an extra buck.
