so my neighbors beside, across, diagonal etc pretty much everyone expect a few now have concrete backyards or paver backyards.

This seemed to have seriously messed up the drainage plan and my backyard is growing moss and the areas where it's supposed to drain is now constantly soaked and has standing water.

I spoke to my neighbor beside me and i said to him, you're new backyard looks nice but it seemed to have seriously messed up the drainage. He pretty much said, what drainage plans, it's water and it'll just run off. I tried to tell him how the drainage plans work and he didn't seem to care.

I suspect speaking to all the other houses from me to the backyard drain will get the same response.

I tried to look up the by-law and permit info but couldn't find any info on the website addressing specifically to water drainage.

Has anyone else run into this situation or is it just me?

"Ontario Building Code Rule 9.14.6.1 Surface Drainage - Lot Grading (1) The building shall be located on the building site graded so that water will not accumulate at or near the building and will not adversely affect adjacent properties."

BUT,,,,, the above rule pertains to how the lot grading effects the home and the foundation, not the back yard. Once a neighbourhood is established and the fences go up - everyone does their own landscaping and lot grading without considering how it effects others.

I can't tell you what to do other than to improve your own lot grading and treat the moss.

One of my neighbours did what your neighbours did and installed a full patio stone backyard changing the drainage. Neighbour to his left called the town and said it's causing flooding near and into their basement. Town came and ripped it out. He literally came home to weeping tile ripped out laying on his driveway. Now that was 15 years ago. Try calling the town, maybe they send someone over. I can tell you the neighbours have not spoken since.

The Town of Milton is often very helpful with things like this. But, this may not be the case for the OP because it does not sound like the home is effected.

Regardless, good advice, a call to the town can't hurt.

Under normal conditions - it's even better to take some photos and visit town hall.

My basement isn't being flooded by any means. Just annoyance more than anything else i guess.

I'm hesitant to call the town as if they find something wrong, they'll ask them to rip it up/ fined etc and don't want to cause any riff with the neighbours as we all need to get along and live together.

Guess i can give the town a call and ask questions rather than filing a complaint.

Did you know - that a tiny bit of dish soap and water in a spray bottle - will quickly kill moss. ( Google it ) Then you need to rake it up and dispose of it. Then spread out some good top soil and sprinkle down some *"shade" grass seed. Sprinkeling down some sand with the siol helps improve drainage.

Water may not leak in your basement now but it will eventually. Once that happens your house value goes down. That's a serious situation and you need to quash that as soon as possible. Youve told your neighbor and if he doesn't care , dont care for him call the city. Try to modify your property if you can to block his water. If he is blocking your drainage path to the sewer tell him you need access and if he doesnt remove his stones your calling the the city. See if you can add a new layer of grass to bebhhigher than him. Just some ideas

I am facing same problem lately. My neighbor concrete their 2/3 backyard and left 1/3 with grass with raised grading. I put bricks on side of fence to slow down water however neighbor was upset and complained he is getting water accumulation which is funny I didn't complaint to them when excessive water start coming to my house from side and back of fence. Anyways, they did something at their end which probably has taken care of their issue however I am still facing excessive water issue. My lawn is always soaking from sides and back. I have called town to get some advise what I can do with my backyard but seems due to covid they are working with limited resource and never got call back. My neighbor got upset why I contacted town. Whenever my neighbor wash their concrete or water their grass water start flowing in back yard from side and back. Any suggestion what options I have to handle this issue. My back neighbor has pool and they also have their grading higher than mine.
