You are confusing to say the least. When the town lists Monday, it means all day Monday. None of this technical BS you bring up, its Monday, get it, Monday. Technically that means they can be there at 11:59pm, which they will never do, so stop getting pissed off about it being picked up at 4:30 you spoiled little brat.

So just that I understand this correctly, your "reasonable" solution is to make sure that the staff has extra staff on hand for potential windy days, so that your garbage can be collected before noon? You read what you write before you post, don't you?
