One thing we can't fix is stupid; even with snow tires, it's only a finite degree of added safety and function, not a total safeguard. In my experience, snow tires are useless in emergency braking on slippery roads. Normal braking, they can help you stop sooner, but on ice, no chance. People still need to drive carefully, brake beforehand, and sadly, not enough people follow those basic precautions in snow driving, that's why with every single snowstorm, there are always fender-benders or reports of police being called every few minutes.
Instead of mandatory snow tires, I think people who get into any type of collisions due to negligence should be fined even more, or get fined and also get their licenses suspended for a defined period as punishment. Hitting people in the pocketbooks hard and crippling their ability to be mobile would be the most emphatic forms of punishment, IMO; I know these consequences would work on me in forcing greater compliance to safety precautions.
